Acordul în domeniul securității sociale dintre România și Statele Unite ale Americii, precum și Aranjamentul Administrativ subsecvent, semnate la București la 23 martie 2023, vor intra în vigoare la 1 septembrie 2026.
Principalele beneficii ale Acordului sunt: agregarea perioadelor de asigurare realizate în România și în Statele Unite în vederea stabilirii drepturilor la pensie; evitarea dublei asigurări sociale pentru aceleași perioade de activitate; precum și simplificarea și eficientizarea procedurilor administrative aplicabile lucrătorilor, angajatorilor și beneficiarilor. Acordul are efecte pozitive asupra mobilității profesionale și a securității economice a cetățenilor români și americani.
Începând cu 1 septembrie 2026, prevederile Acordului și ale Aranjamentului Administrativ se vor aplica tuturor persoanelor care sunt sau au fost supuse legislației României, Statelor Unite sau ambelor state, precum și persoanelor ale căror drepturi derivă de la acestea.
Pentru România, autoritățile competente sunt Casa Națională de Pensii Publice – https://www.cnpp.ro/en/home, care stabilește legislația aplicabilă, și casele teritoriale de pensii, care acordă prestațiile. Pentru Statele Unite, instituția competentă este United States Social Security Administration – https://www.ssa.gov/.

The Entry into Force of the Social Security Agreement and of the Administrative Arrangement between Romania and the United States of America
The Social Security Agreement between Romania and the United States of America, as well as the subsequent Administrative Arrangement, signed in Bucharest on March 23, 2023, will entry into force on 1 September 2026.
The main benefits of the Agreement are: the totalization of coverage periods completed in Romania and the United States for the purpose of determining pension entitlements; the avoidance of double social security coverage for the same periods of employment; and the simplification and streamlining of administrative procedures applicable to workers, employers and beneficiaries. The agreement has positive effects on the professional mobility and economic security of Romanian and U.S. citizens.
As of September 1, 2026, the provisions of the Agreement and the Administrative Arrangement shall apply to all persons who are or have been subject to the legislation of Romania, of the United States or of both States, as well as to persons whose rights are derived from such persons.
For Romania, the competent authorities are the National House of Public Pensions – https://www.cnpp.ro/en/home, which determines the applicable laws, and the territorial pension offices, which award benefits. For the United States, the competent institution is the United States Social Security Administration – https://www.ssa.gov/.
